30 Odd Events That Make Me Worry A Canada Passport Office Is Suspicious
It took a year of seemingly trivial events, January 2019 to January 2020, to make me certain that others in Canada must
be informed. I have no power to act, and these unique government workers in Hong Kong differ from all other Canadian government
bureaucrats I have known. They defy local court orders, they defy local police requests. I have many records. I want to list
facts, and let others enter this story. Any one of these events may be minor, it’s the huge amount, and how they
connect.
1. I had had four previous passports from a helpful worker, Cindy Chung, at this same office. The Quarry Bay office of
Canada Consul in Hong Kong. The Canada Consul has 2 separate buildings, and when I would later try to go above the staff
at Quarry Bay all my efforts to return to my old worker, or to get new ones were blocked. Being repeatedly denied my passport
is a serious issue, for well over one year now, as the loss of visa can cause imprisonment in foreign countries. As well
as inability to bank, to work, etc.!
2. On January 3, 2019, I had a successful Kowloon court date with a competent lawyer, and was acquitted of having overstayed
my visa in 2018 due to a sudden fainting problem requiring hospitalization. (Records.) The courts required that I leave Hong
Kong at least for a few days to quickly get a fresh visa stamp on my expected new passport. My passport expired during this
time period. I wrote to Canada Consul stressing co-operation with HK courts, Immigration by our need to move fast. (Records.)
In January 2019, I visited the ground floor offices of Wan Chai Immigration, and a helpful officer told me I did not need
to go to Floor 5, as I should just get the Canada Consul to Hurry Up my passport. They would respond by taking all of 2019
to Do Nothing.
3. Hong Kong Immigration acting through the Queens Counsel, or prosecutor, had made already a formal request through the
Kowloon courts, to have my passport ready for January 29, 2020, if possible. It is a serious matter. Yet the woman now in
charge of my passport, Suki Yan, under Connie Wong showed a desire for prolonged non-action.
4. Suki Yan asked for more HK ID as a HK citizen, which I was not. All the prior rules changed. My HK Immigration Border
crossing records was not proof of my ID. (Records.) (Witness.)
5. January and February 2019, HK Court records were not proof of my ID, according to Suki Yan. (Records.) (Witness.)
6. My receipts for Lawyer Services were not proof of my ID. (Records.) (Witness) I had had four prior passports from this
same office, and my first worker removed.
7. By February 2019, I make two visits to the Quarry Bay Canada Consul office with a helper who will be my witness. Suki
Yan appears new to me, and tells me Connie Wong is away. Connie Wong later briefly appears, and My Mysterious File will pass
back to Suki Yan. Connie appears to be boss of both of my agents. (Witness.)
8. Suki Yan surprises me by asking me for a Drivers License from Shenzhen, China, as proof of my ID. I wondered if Suki
was in her first job at the Passport Office. Shenzhen is not in the same Legal Zone, as Hong Kong. There is a border between
them. Are they are Buying Time, with a ridiculous request? Why? (Witness.)
9. Suki Yan tells me my hospital records are not proof of my ID. (Witness.)
10. Though I try to get more ID in March with no passport and no visa, it is difficult to know what to do. In spite of
judicial orders, Suki Yan does nothing to aid me. Not one thing.
11. I hate to fight, but threaten litigation in April 2019. I do this for the sake of the police, the courts, and the
HK Immigration. I want to show them I am worried. I write to the Canada Consul, adding my reluctant to do this. (Records.)
12. In late April, Suki Yan agrees quickly to give me the new passport!;You only need 3 things, renewed photos, renewed
guarantors, and bring cash. A lie. This will be a cruel deception. As all of 2019 will pass with no passport. (Witness.)

In April and May, I make 2 visits to Quarry Bay with my witness. My helper takes me out to Café de Coral to celebrate
and give thanks for the turnaround in April.
13. We bring her three requests in May, and she worries me by asking for 2 new things. The border crossing slip from
the last time I entered HK, and even more suspect, a handwritten note answering her question, Why you would like to have a
Canadian passport.? This makes me sound like a non-Canadian, as she looks at a computer screen showing 4 previous passports
here, over 100 border crossings. In this time interim, I had two names, the last in a married name. (Witness.)
14. The May meeting with Suki Yan. I am so happy to have the passport processed, I overlook tiny details. She receives
my passport giving me no receipt for it. They always give you a receipt, and quickly. She will never give me an acceptance
of the new photos, the filled in application. (That would require a specific date, a key detail of prior years.) After a
few minutes, I ask for my passport back, as I need to try to find the tiny white border slip later. She says that that is
okay, as the passport wont be needed. Later, I think that is odd, as they always need the old passport. To clip the corners.

15. She acts like God, appearing to follow no rule books for agency workers. Every meeting it is new ideas. In April,
she says, I can give you a 2 year passport, and also Emergency Money. She changes this at the May meeting, and does not care
there is a witness. (Witness.)
16. By the May meeting, she changes the time, I can only give you a one year. And I cannot have any financial aid, unless
I have a fully paid ticket back to Canada. After hospitalization, lawyers, and forbidden to take up work, with no visa. I
mention again, I have missed the last filing date for my government pensions, because they did not give me passport in January
or February 2019. She refuses financial aid. (Witness)
17. The Quarry Bay staff never will receive Western Union moneygrams from friends in other countries. It says on their
websites that they do this at Canada Consulates. (Proof.)
18. Finally, she phones my Canadian references around June 10 2019. This is still late, after she agreed to passport
in late April 2019. Yet no passport will ever come. (Witness.)
19. All through July and August, I wait for this. I wonder if I have to go to court, as I do not think the higher people
at the Canada Consul know what is going on at this Quarry Bay office, and the women block all inquiries into themselves.
Nepotism is very common in Hong Kong offices, with relatives hiring other relatives. No word on the passport.
20. September 2019, I go to a police station, and the Senior Police Chief seems to really want to help. He calls the
Canada Consul and both my agents get on the phone line. Though the first agent is concerned, and says, You wont be deported,
No! Suki Yan does not see that her refusal to give me a passport began in May should have been ready FOUR MONTHS LATER. She
scolds me, You may not even get a one year passport now. She amazes me by implying the passport is not even STARTED. She
pleads limited authority; I will have to check with others. (Witnesses.) (Proof.)
21. Her attitude is unlike any other government worker. I mention, I have called a lawyer, and she says You! You do not
have a lawyer! with scorn.
22. Suki Yan refuses police order of September 12, politely given to her. To Hurry Up my passport. Is it any wonder I
do not want her to represent me? (Witnesses.) (Proof.)
23. The police turn the case over to HK immigration, as they do not want to be involved with this. They want the matter
solved. Suki Yan then has a fresh new story. She tells Mr. Lui, my first HK Immigration officer at Castle Peak that she
can rush over the new passport. This is baffling. Why not to me? I say I want to pay myself, and pick it up at the Quarry
Bay offices. People who cannot pay are deported from here. Mr. Lui laughs with me, when he says, that he has not seen any
proof of the passport. He says, she tells him that higher ups are concerned for you. (Witnesses.)
24. I had a broken bone and foot fracture from later August through fall, requiring limited movements, though my health
was better after positive events of January 3, 2019. I feel the government problems influence my health. In November I am
hospitalized, and still no passport. A Canadian worker in Canada would have obeyed a Senior Police order to give a passport.
I want her removed. (Witnesses.) (Proof.)
25. I fall, in December, 2019, and have a head gash requiring stitches. I cannot deal with the Canada Consul without intermediaries,
as I feel my ID may be missing.
26. Suki Yan acts contrarily again. After telling Mr. Lui of HK Immigration that she can rush over for the man; the passport,
she writes in December, it is only pending for me. I cannot communicate with her anymore. Pending since April/May. (Proof.)
27. In Canada, Suki Yan would have been monitored. There is no oversight of her changeable, unpredictable, and unaccountable
behavior. She is protected by her manager, who directs her.
28. The first friendly and help HK immigration officers alter, and a new young woman, polite, believes that Suki Yan is
issuing my passport. But by January 2020 I strongly feel that something is wrong, and the loss of my pensions and the ability
of others to use my ID for 2018 – 2020 must be checked by Canadians in Canada.
29. Fortunately, in March, my lawyer from the court case offers to help, and check in with me, and tells me that Cindy
Chung says now that a 2 year passport can be issued. I am now getting this done, yet the offers have been 2 year, 1 year,
not even one year, 1 year, and now 2 year. I want this looked into by Canadians in Canada.
30. Buying Time and Delaying All is the only one pattern I can see in the attitude of the Quarry Bay refusal to give me
my passport.
